All India Bank Retirees' Federation - 4th National Conference held at Thrissur - Proceedings.


Re: Proceedings of 4th Triennial National Conference Held at Thrissur from 26th November, 2015 to 28th November 2015

We are extremely happy to submit brief report on very successful, effective and historical 4th Triennial National Conference of AIBRF held at Thrissur (Kerala) from 26th November 2015 to 28th November 2015.
2. Important features/points on the proceedings of the conference are given below:
(a)It was attended by more than 1000 delegates and observers from 44 public sector, Private sector, foreign banks and RRBs. They came from all parts of the country covering distance of thousands of KMs and travelling for 30/ 40 hours and even more in many cases. Despite advancing age, delegates and observers had great enthusiasm for the conference. Senior most delegate who attended the conference and actively participated was Shri Thomas Mathew aged 93 years old who happen to be one of the founders of AIBRF.
(b)On 26th November, in the evening, colourful and impressive rally was organised where more than 1500 retirees including retirees from Kerala representing host unit, All Kerala Bank Retirees’ Federation participated. Rally was almost 1 KM long and took more than one hour to cover the distance of 1KM. The participants were holding banners of their federations along with placards and flags of AIBRF and shouting slogans in support of retiree demands/ issues. Entire scene of the rally was very colourful and full of enthusiasm. On the way rally was greeted by bank employees and union leaders including AIBEA all India General Secretary, Shri C.H.Venkatachalam.
(c)Open ( Inaugural) Session was held on 26th November 2015 from 5.30 PM onwards at R.C. Chakraborthy Nagar ( Thekkinkadu Maiden ). Attendance in open session was more than 2500 persons which included delegates, observers, local retiree comrades, bank employees and other invited guests. Open Session was inaugurated by Managing Director, State Bank of Travancore Shri Jeevandas Naryan , Member of Legislative Assembly and Deputy Chairman Reception Committee Shri V.S. Sunil Kumar , AIBEA General Secretary Shri C.H. Venkatachalam. All the speakers pledged full support on retiree issues and were of the views that their demands in particular 100 percent Dearness Allowance to all and improvement in family pension should be sanctioned immediately.
BUSSINESS SESSION
(d)Business Session of General Council started on 27th November 2015 at Jawaharlal Nehru Convention Centre with flag hosting ceremony by the President, Shri S.M. Deshpande and songs by comrades of AKBRF.
(e)Business Session was attended by 730 delegates and about 300 observers.
(f)As per the agenda circulated General Secretary Shri S.C. Jain placed before the house the Report on various developments taken place on retiree issues , last bipartite settlement , some objectionable clauses of Record Note dated 25.05.15, efforts made by AIBRF in last 3years to achieve retiree demands, future strategy to pursue the demands in coming time, organisational efforts at AIBRF level needed for this purpose, review of organisational setup, 14 resolutions concerning to the bank retirees and common man and 8 constitutional amendments
(g)81 delegates and observers participated in deliberations on the General Secretary Report and came out with various suggestions and ideas on several points covered in it .
(h)Based on the proposal and points made in the report and various suggestions made by the delegates as well as by office bearers and central committee members in earlier meetings the following important decisions were taken
IMPORTANT DECISIONS OF THE CONFERENCE
(1)Slogan adopted by Thrissur Conference is ‘WE SHALL ACHIEVE’
(2)AIBRF shall continue to carry out organisational action and agitational programmes till retiree demands are achieved.
(3)Conference called upon the Membership to be ready for STRUGGLE.
(4)Central Office was asked to roll out detailed organisational action programme for struggle to be carry out at various levels as early as possible
(5)General Council approved for creation of Struggle Fund to meet expenses of future action programmes. Each primary member of AIBRF will be called upon to contribute certain amount to be decided by Central Office on one time basis to built struggle fund.
(6)It was decided to hold centralised Dharna cum demonstration program and also relay hunger strike in Delhi in support of retiree demands during next budget session of the Parliament.
(7)General Council approved 12 demands for which AIBRF shall continue to fight and lunch struggle programmes.
(8)While General Council welcome new Group Medical Insurance policy for retirees, it noted with concern that Insurance company is deviating from agreed terms of the settlement and has issued communication for not extending benefit of domiciliary expenses to the retirees. It was decided to watch response of IBA on letters written by UFBU/ AIBEA in this regard and launch agitational program and approach IREDA for implementation of agreed terms of the settlement by the insurance company if needed.
(9)General Council called upon IBA to complete cost study for improvement in Pension benefits to family pensioners as quickly as possible as agreed and obtain
(10) government approval. Support of UFBU is also to be taken in this regard.
(11)General Council decided to take flexible approach to remove all bottlenecks to ensure that 100 percent dearness allowance benefit is extended to all retirees as early as possible.
(12)It was felt by the General Council that updation of pension is very important and logical long pending demand of the retirees. Organisational efforts will be geared up to move forward to achieve it. It was decided to prepare comprehensive report on updation covering all aspect and submit to IBA/ UFBU and which should become basis for resolution of this issue. Central Office will shortly appoint sub-committee to carry out this study.
(13)It was decided that AIBRF shall continue to peruse all other pending demands of retirees like pension option to left over retirees etc.
(14)AIBRF shall continue to follow up at all levels for IBA calling retirees for discussion.
(15)AIBRF shall take up issues of retirees of private banks foreign banks and RRBs with the concern authorities for resolution
(16)Legal option shall be exercised wherever needed to resolve retiree demands. Central Committee is authorised to take decision in the matter.
(17)It was decided to revamp sate body setup by passing required constitutional amendments to meet challenges of coming days.
(18)Necessary resolution was passed to complete formalities of registration of the organisation under Trade Union Act in the State of Gujarat.
(19)14 Resolutions and 8 constitutional amendments were passed unanimously. Details are being uploaded on our website for information of the membership. The central office was asked to take up appropriate action on the resolutions passed.
(20)General Council again emphasised need and importance of coordination with employees/unions and it was unanimously decided to continue to take action for developing coordination with UFBU/ Constituents of UFBU in some structure format if possible for resolution of retiree issues despite some irritants noticed after signing of 10th settlement. Affiliates were requested to take appropriate action at their level also and educate the membership in this regard.
(21)It was also decided to continue to take appropriate action for coordination with retiree organisation based on certain principles and programmes.
(22)Audited accounts for last 3 were approved by the house unanimously and the General Secretary was authorised to appoint Chartered Accountant for next 3 years.
ELECTION OF OFFICE BEARERS TEAM FOR NEXT TERM
We are happy to inform that our all 44 affiliates, state bodies , delegates showed total solidarity and unity in these challenging hours and elected new team of office bearers unanimously by arriving consensus. List of 37 office bearers elected for the new term 2015 to 2017 is enclosed for the information of the membership.
Affiliates have been requested to send nomination for central committee as per their entitlement by 15th December to constitute full central committee.
ARRANGEMENTS MADE BY THE HOST UNIT ,AKBRF FOR THE CONFRENCE
Entire credit for successful conduct of the conference goes to the host unit AKBRF and its comradeship. It took all pains with meticulous planning and very personal touch to each delegate, observers and guests to make this conference very impressive and memorable. Their hospitability was superb and we all left Thrissur with very sweet memories. We convey our sincere thanks to the host unit , entire team of Reception Committee, its General Secretary, Shri K. Srinivasan and its all office bearers and affiliates.
MESSAGE OF THIS CONFERENCE THAT WE SHALL STRUGGLE AND SHALL ACHIVE OUR GOALS.
In the last we can assure the membership that new team of office bearers and central committee shall work as united team and shall take all possible steps to implement direction of the General Council to achieve retiree demands
